An American covert intelligence agent, Crawford is stationed in Brussels as a cultural attache. He is ordered first to smuggle Higbe, a former American intelligence officer who defected to Moscow years earlier, but is then ordered to kill him. Crawford, however, must battle between his orders and the fact that Higbe was his former friend and mentor before Higbe's defection.
